To work with Veeam Availability Orchestrator, you will require licenses for objects managed by Veeam Availability Orchestrator — VMs, VAO agents, Veeam Backup & Replication and Veeam ONE. This section describes how these managed objects are licensed, and what types of licenses you will need to obtain.
Licensing for Managed Virtual Machines
Each VM used in a VAO failover plan requires a number of licenses. A license here is a unit (or token) that is assigned to a VM to make it manageable in Veeam Availability Orchestrator. In version 1.0, each VM requires one license.
All VMs added to the failover plan consume licenses, even if they have no replicas. All VMs used to test the failover plan in a virtual lab also consume the same number of licenses.
Licenses for VMs are included in the Veeam Availability Orchestrator license file. A license file may include an arbitrary number of licenses that form a license pool for VMs. Each VM managed by VAO consumes a number of licenses from this pool.
Licensing for Standalone Veeam Backup & Replication Servers with VAO Agents
Each standalone Veeam Backup & Replication server connected to Veeam Availability Orchestrator must have the Enterprise PLUS edition installed. Otherwise, VAO will not be able to deploy its agent on the server.
Edition check is the only check made by Veeam Availability Orchestrator to verify licensing of standalone Veeam Backup & Replication servers. All operations with licenses on standalone Veeam Backup & Replication servers are accomplished according to the Veeam Backup & Replication guidelines.

Licensing for Embedded Veeam Backup & Replication Servers
Veeam Availability Orchestrator license file includes a section to license the embedded Veeam Backup & Replication server installation.
By default, Veeam Availability Orchestrator will use the Perpetual license of the Enterprise PLUS edition for one VM only. It is required to unlock Microsoft PowerShell functionality to allow VAO to communicate with the embedded Veeam Backup & Replication servers.
If you plan to use an embedded Veeam Backup & Replication server for production backup and replication activities, you may install an additional paid license to the server using the Veeam Backup & Replication console. Licensing for Embedded Veeam ONE Servers
By default, Veeam Availability Orchestrator will use the Orchestrator Edition that already supplies all Veeam ONE functionality required to support VAO activities.
